JOB SUMMARY:


The Small Business Liaison Associate will assist with administration of the small business subcontracting program for Oshkosh Defense. This role will report activities, maintain records, develop proposal writing, and attend trade shows to help promote the organization.





ESSENTIAL DUTIES AND RESPONSIBILITIES:


These duties are not meant to be all-inclusive and other duties may be assigned.



+ Assist the Small Business Liaison Manager to ensure all government small business assistance programs, Public Laws, and Federal Acquisition Regulations (FARs) are followed.


+ Maintain awareness of changes in small business government regulations and provide recommendations.


+ Track and report subcontract dollars on all federal contracts.


+ Assist with coordinating and representing the company during DCMA/SBA audits of the small business program.


+ Request subcontracting plans from large business subcontractors who receive a purchase order $700,000 or greater in support of a federal contract.


+ Ensure that all proper documentation is on file for purchased orders issued over $150,000 in support of a federal contract.


+ Assist with the monthly reporting of FAR 52.204-10; compiling, analyzing data, and submitting reports to Federal Funding Accountability and Transparency Act Subaward Reporting System (FSRS).


+ Assist in conducting annual small business training to key decision makers of subcontracts within Oshkosh to include small business procedures, Public Laws, FARs, and techniques to identify and qualify small business concerns.


+ Participate in conferences and trade shows to give visibility to our customer and to perform outreach activities to find new sources of supply to obtain goals established by the Department of Defense (DoD) and FAR.


+ Work with contract administration, finance, and purchasing to assist in the development of individual subcontracting plans for government solicitations.


+ Request and maintain certifications for all current suppliers; keep procurement team informed of any status changes.






MINIMUM QUALIFICATIONS:



+ Bachelor's degree in business, purchasing or related field


+ Three (3) or more years of experience in purchasing, contracts, compliance, or in a related area.


+ Strong verbal and written communication skills.


+ Familiarity with FAR, DFAR, SBA laws and regulations.


+ Proficiency with various web-based software applications including Microsoft Office Word, Excel, PowerPoint, SharePoint, etc.


+ Ability to travel 25%.






PREFERRED QUALIFICATIONS:



+ Experience with contracting and subcontracting with a Defense organization.


+ Knowledge and understanding of Defense Contract Management Agency (DCMA) Small Business Program Review.
